Puerto Rican immigration laws and regulations are the same as in the United States of America, as the country is an unincorporated territory of the states. American citizens do not need a visa to travel to the country and work there, but other immigrants do. 

In order to get a work permit for Puerto Rico, you will have to go through US immigrations. Make an appointment with an American embassy or consulate in your home country to start the application process and get all the information you need.
